Housing Eligibility

Emergency Housing

Lifelong serves people who are homeless, low-income, and HIV/AIDS case-managed. Through a mix of providers, we work tirelessly to help find an emergency safe haven for people who have nowhere else to call home. This is an important first step before moving into transitional housing. Eligibility Requirements: HIV/AIDS diagnosis; homeless; income not to exceed 200% of the Federal Poverty Level

Funding sources: ESAP, FEMA, Lifelong AIDS Alliance, and Ryan White Act Title 1

Transitional Housing

Lifelong leases 20 studio units from local non-profit housing providers and sublet these units to eligible clients. These include people who are in need of mental health or substance abuse counseling for up to 24 months. Clients pay 30% of their income towards rent. We currently serve approximately 40 clients a year.

Independent Community Living Homes:
Lifelong is the referral source for four Independent Community Living Homes that serve eligible low-income AIDS-diagnosed clients. These homes are managed by Multifaith Works and provide financial management, life skills and drug/alcohol counseling. Clients pay $150 rent and $15 for utilities.

Eligibility Requirements: AIDS-diagnosed; homeless; at or below 30% median income; able to live independently and follow program/building rules and regulations

Funding Sources: Local CDGB funds, Housing Opportunities for People With AIDS (HOPWA), Ryan White Act Title 1, and tenant rent revenue

Rental Assistance Program:
Lifelong provides subsidized rental assistance for up to 18 months or until an affordable permanent rental subsidy becomes available, whichever happens first. Clients must be referred by an HIV/AIDS case manager. Clients must also be placed on the waiting list for permanent subsidized housing. This program serves single adults, couples, and families in need of transitional housing. This program allows AIDS-diagnosed participants who meet income eligibility to secure housing in the Seattle/King County area.

The Rental Assistance Program requires that the units be within the local Housing Authority Section 8 Program published Fair Market Rents (FMR) and meet HUD housing quality standards.

Eligibility Criteria: AIDS-diagnosed; homeless; paying more than 50% of income toward rent; fall below 30% median income

Funding Source: Housing Opportunities for People with AIDS (HOPWA)

Permanent Housing

Subsidized housing, such as  HUD Section 8 Rental Assistance Program, helps persons with disabilities keep a safe and livable home within the community by paying the difference between rent and a percentage of the person's income. Once a client is placed in a permanent housing option, they must become homeless as per the HUD definition in order to re-access the AIDS housing continuum.

We currently utilize the following for our permanent housing stock:
• A mix of Section 8 vouchers administered by local jurisdictions or non-profits.
• A mix of units that have been set aside for our use through local housing providers in the King County area.
• Permanent supportive housing in the form of Shelter + Care vouchers administered by Plymouth Housing Group. 

Eligibility Criteria: AIDS-Diagnosed; 30% median income

Eviction Prevention

If our clients are facing eviction, Lifelong may be able to help with a one-time rental assistance grant. The client’s case manager must make an application on their behalf.
